Mae ward Bowydd a Rhiw wedi ei lleoli yn nhref lechi Blaenau Ffestiniog, tref sydd wedi derbyn amrywiaeth eang o nawdd adfywio gan wahanol asiantaethau dros y 30 mlynedd diwethaf.  Gan amlaf nid oedd yr arian yn gynaliadwy a phrin yn aml oedd y cysylltiad gyda gwahanol asiantaethau o'r sector cyhoeddus a oedd yn adrodd "i fyny'r lein" yn hytrach na chysylltu â chyrff lleol eraill.  Mae ymddygiad o'r fath wedi arwain at ymdeimlad o amheuaeth a sinigiaeth ymhlith y trigolion lleol ac nid ydynt bellach yn disgwyl gweld llwyddiant nac yn rhagweld y cânt gyfle i gymryd rhan mewn datblygiadau lleol.

At ei gilydd mae'r dref yn dioddef o ganlyniad i amrywiaeth eang o broblemau cymdeithasol ac economaidd gydag ymchwil ddiweddar yn tynnu sylw at ddyfnder y problemau personol sy'n deillio o drais yn y cartref a cham-drin rhywiol, sy'n tanseilio gallu pobl i reoli eu bywydau eu hunain i raddau helaeth iawn.  Mae'r ymchwilwyr a'r gweithwyr sy'n gysylltiedig â Chanolfan Ymbarél, prosiect Barnardo’s lleol, yn teimlo bod hwn yn gyfle i edrych sut y gellid mynd i'r afael ag anghenion lleol gan fod prosiectau datblygu cymunedol yn aml yn methu rhoi sylw i broblemau personol a chymdeithasol dwfn, yn enwedig rhai sy'n ymwneud â phynciau "anodd" megis camdriniaeth, er mai dyna yn aml sydd wrth wraidd ymddygiad "problemus” llawer o bobl a'u gallu i gyfranogi at agweddau eraill o adfywio cymunedol.
Ar ddechrau'r broses Cymunedau yn Gyntaf yn ward Bowydd a Rhiw, daeth yn amlwg nad oedd nifer fawr o'r trigolion lleol yn debygol o fod yn rhan o "bartneriaeth" a bod y rhan fwyaf o'r bobl a oedd ynghlwm â'r broses yn anfodlon codi ffiniau a fyddai'n gwahanu Bowydd a Rhiw oddi wrth weddill y dref (mae ffin y ward yn rhedeg i lawr canol y stryd fawr) pan fod amddifadedd gweledol yn bodoli yng ngweddill y dref.
Mae Canolfan Ymbarél eisoes wedi graddio a chefnogi datblygiad fframwaith o bartneriaethau newydd, sy'n seiliedig ar angen cymdeithasol, ac mae gweithwyr a mudiadau yn y gymuned wedi bod yn cyfarfod, yn cyfnewid syniadau ac yn datblygu arferion gweithio newydd. 

Mae'r broses a fabwysiadwyd yn gweithio ar dair lefel:-

1. Partneriaeth Cynnal Cymuned Blaenau – partneriaeth ganolog anffurfiol (sy'n cynnwys y dref) o asiantaethau (cyhoeddus a gwirfoddol), sy'n meithrin cysylltiadau a pherthynas bersonol rhyngddynt.

2. Yn ail, mae nifer o bartneriaethau gweithredu wedi eu sefydlu sy'n cynnwys grwpiau o weithwyr cyflogedig a thrigolion sy'n canolbwyntio ar feysydd penodol sy'n amrywio o ofal plant i ddiet.  Mae'r grwpiau hyn hefyd yn gweithio i fynd i'r afael â rhai o'r materion personol sy'n wynebu aelodau megis hyder, sgiliau ac yn fwyaf arbennig, maent yn delio â thrawma a chreu diwylliant newydd o fewn partneriaethau.  Mae pob partneriaeth weithredu yn cael ei chynrychioli ar y bartneriaeth ganolog ond ar hyn o bryd gweithwyr cyflogedig yn hytrach na phreswylwyr yw bron y cyfan o'r cynrychiolwyr.

3. Ar hyn o bryd mae aelodau o'r gymuned yn ymwneud â grwpiau lleol (e.e. Grwp Cefnogi Teulu Blaenau) sy'n bwydo i mewn i'r partneriaethau lleol hyn ac maent yn fan diogelach i aelodau o'r gymuned ddatblygu sgiliau cyfarfod, hyder a phrofiad.
Mater pwysig arall sy'n cael sylw trwy'r holl bartneriaethau lleol yw eu bod yn gweithio ar lefel y dref gyfan; gellir datblygu prosiectau penodol ar gyfer y ward Cymunedau yn Gyntaf ond gallai hynny danseilio undod y gymuned a'r teimlad yw y dylid rhoi sylw i faterion sy'n berthnasol i'r dref gyfan trwy weithredu ar draws y dref pan fo hynny'n bosibl.

Mae rhywfaint o fapio syml o'r fframwaith Partneriaeth leol sy'n datblygu a'i chysylltiad â grwpiau a phobl yn dangos bod strwythur yn dod i'r amlwg sy'n caniatáu cannoedd o bobl yn llythrennol o bob cefndir i gyfrannu mewn ffyrdd sydd o ddiddordeb iddynt hwy, sy'n addas ar gyfer lefel eu sgiliau ac sy'n darparu cefnogaeth yn ôl yr angen.
Bydd y gweithiwr Cymunedau yn Gyntaf yn gallu neilltuo amser i ddatblygu a meithrin strwythur y bartneriaeth a'r nifer o ddatblygiadau a gweithgareddau positif sy'n deillio o'r broses.

The Bowydd & Rhiw ward is in the slate mining town of Blaenau Ffestiniog, a town that has received a wide range of regeneration funding from different agencies over the last 30 years. These have rarely been sustained and often had limited connections to each other with different public sector agencies reporting “up the line” rather than linking to other local bodies. This behaviour has caused a wariness & cynicism among local residents who simply don’t expect success or the opportunity to participate in developments locally.

The town as a whole suffers from a wide range of social and economic problems with recent research highlighting a depth of personal problems stemming from domestic violence and sexual abuse, which severely undermine people’s ability to manage their own lives. The researchers and workers involved in Canolfan Ymbarel, a local Barnardo’s project, feel that this offers a critical insight into how to address local needs as community development projects often fail to address deep seated personal and social problems, especially those associated with “difficult” subjects such as abuse, even though they can often be at the heart of many peoples’ “problem” behaviour and their ability to engage in other elements of community regeneration.
At the start of the Communities First process in Bowydd & Rhiw, it became clear that large numbers of local residents were unlikely to get involved in a “partnership” and that most people involved in the process were unwilling to draw rigid lines separating Bowydd & Rhiw from the rest of the town (the ward boundary runs down the middle of the high street) when the visible deprivation continues through the rest of the town.
Canolfan Ymbarel has already seeded and supported the development of a framework of fledgling local partnerships, based on social need, within which community-based workers and organisations have been meeting, exchanging ideas and developing new work practices.

The process that has been adopted works at three levels:-

1. Partneriaeth Cynnal Cymuned Blaenau - a central informal partnership (covering the town) of agencies (public and voluntary), building links and personal relationships between them.

2. Secondly there are a number of issue-based, action partnerships consisting of groups of paid workers and residents who tackle individual issues ranging from childcare to diet. These groups also work to tackle some of the personal issues facing members around confidence, skills and crucially, dealing with trauma and in creating a new and different partnership meeting culture. Each action partnership is represented on the central partnership although presently almost entirely through paid workers rather than residents.

3. Community members at the moment engage in local groups (e.g. Blaenau Family Support Group) that feed into these local partnerships and are a safer place for community members to develop meeting skills, confidence and experience.
Another major issue addressed through all local partnerships is that they work on a town wide basis; developing specific projects for the Communities First ward can be done but may undermine the unity of the community and it is felt that issues common to the town should be addressed by action across the town where possible.

Some simple mapping of the emerging local Partnership framework and its engagement with groups and people reveals an evolving structure which allows literally hundreds of people from all backgrounds to be involved in ways that both interest them, are suitable to their skill levels and provides support where necessary.
The Communities First worker will be able to give time to developing and growing this partnership structure and the many positive developments and activities that are emerging from the process.
